The three layers of timing
Marriage timing is never read from a single factor. Three layers have to agree before I name a window.
Promise. Does the chart support marriage at all, and in what form? This is the 7th house, its lord, Venus, and the D9. A chart with a strong, clean 7th lord marries more easily than one where the 7th lord is combust, debilitated or sitting in the 6th, 8th or 12th.
Period. Which Mahadasha and Antardasha are running? Marriage typically arrives in the period of the 7th lord, a planet placed in the 7th, Venus, Jupiter, or a planet connected to them by aspect or sign exchange.
Trigger. Which transits are passing? Jupiter over the 7th house, over the 7th lord, or over the natal Moon is the classical trigger. Saturn's transit over the 7th tends to slow things instead.
When a supportive dasha and a supportive Jupiter transit overlap, that overlap is the window — usually twelve to twenty-four months wide.
Why marriage gets delayed

The most common cause I see is the least dramatic one: the person is simply not running a dasha that has anything to do with marriage. Nothing is wrong with the chart. The window has not opened yet.
What a responsible prediction sounds like
No honest astrologer gives an exact date. A chart gives a probable window, a description of how the marriage is likely to come about, and an assessment of which years are worth putting effort into. If someone guarantees a month and a name, be careful.
Timing also needs an accurate birth time. Where the recorded time is doubtful, rectify it before asking about windows — an hour of error moves the whole dasha sequence.
