The Antardasha is where the date lives
A Mahadasha sets the theme; the Antardasha inside it sets the timing. Venus Mahadasha lasts twenty years, which is far too wide to be useful. Venus–Jupiter or Venus–Moon inside it, with Jupiter transiting the 7th, is a specific and usable window.
This is why an accurate birth time matters so much for timing questions. The dasha balance at birth is calculated from the Moon's exact degree; an hour of error can shift the whole sequence by months.
Transits worth watching
Jupiter over the 7th house, the 7th lord, or the natal Moon is the classical marriage trigger, and Jupiter takes about twelve years to return to any point. Saturn over the 7th slows matters and asks for patience. Sade Sati is widely feared and widely misread — it is a period of pressure and rebuilding, and many good marriages are made during it.

I list the dashas for the next five years, mark where the 7th lord, Venus and Jupiter appear, and then overlay the Jupiter and Saturn transits. Where they coincide, that is the window worth acting on. Where they do not, effort spent is usually effort wasted — better to prepare and wait.
